WIRELESS DATA SYSTEM PUTS PHILADELPHIA POLICE ON-LINE
Bell Atlantic NYNEX Mobile and PRC Public Sector, Inc. to Aid Police

PHILADELPHIA -- Bell Atlantic NYNEX Mobile, PRC Public Sector, Inc., and the Philadelphia Police Department have joined forces to equip more than 70 police cruisers with new wireless mobile data technology.

Based on a technology known as Cellular Digital Packet Data (CDPD), Bell Atlantic NYNEX Mobile has installed 70 laptop computers into Philadelphia Police vehicles, while 7 are being used in the police training facility. The computers, coupled with software provided by PRC Public Sector, Inc., will provide officers on the street with instant wireless access to the information they need to make critical decisions that will enhance the safety of the community as well as that of the police officer.

"Bell Atlantic NYNEX Mobile has given us a tool which allows us to deliver more effective law enforcement while making the most efficient use of our officers' time," said Philadelphia Police Commissioner Richard Neal. "Area residents will be the direct beneficiaries of this new technology. Our officers will spend less time doing paperwork and more time in the community."

Bell Atlantic NYNEX Mobile regional vice president Bob Stott said his company is pleased to be working with the Philadelphia Police Department and is looking forward to working with other police departments interested in the benefits of wireless data technology.

"Because our wireless data service, known as Bell Atlantic(r) AirBridge(r) Packet service, uses our existing cellular network, we are able to provide police departments with a much more reliable and affordable alternative to traditional radio transmission," said Stott. "There's no need to construct additional radio towers or to worry about network maintenance or upgrades. Bell Atlantic NYNEX Mobile takes full responsibility for maintaining and upgrading the system."

The new system will give officers access to reliable, timely information before they approach a vehicle, house, or suspect, allowing them to accurately assess potentially dangerous situations.

The software that will allow officers to connect to national, state, and federal data bases, police computers, the National Crime Information Computer (NCIC), and the Bureau of Motor Vehicles, is being provided by PRC Public Sector, Inc., based in Reston, Virginia.

"This software package saves precious time by only requiring police officers to make a single entry on their mobile data terminals versus what may now require a number of inquiries through the police dispatcher," said PRC Public Sector President Thomas C. Halverstadt.

In addition to saving time, the mobile data terminals will increase the security of police department communications. Messages carried by CDPD are "encrypted" or scrambled to prevent unauthorized reception.

The Philadelphia Police Department may eventually equip more than 1,000 vehicles with CDPD capabilities.
