Wayne Budd Joins NYNEX NYNEX welcomes Wayne Budd as the senior vice president - Government Affairs and Regulatory Matters in NYNEX's New England region. Mr. Budd, who recently began his new position, is responsible for Public Policy, Government Affairs and Regulatory Matters in Massachusetts, Maine, New Hampshire, Rhode Island and Vermont. Previously, Mr. Budd was a senior partner with the law firm of Goodwin, Procter & Hoar, and a presidentially appointed, Senate-confirmed commissioner with the U.S. Sentencing Commission. Prior to that, President Clinton had appointed Mr. Budd to the position of associate attorney general of the United States, the third-ranking position in the Department of Justice. From 1989 to 1992, he was U.S. attorney for the Massachusetts District, serving as the chief federal prosecutor in the Bay State, as well as representing the United States in all civil litigation matters in the district.
